It is mandatory for
every Industrial unit to take pollution control license from Pollution Control
Board and take measures to prevent Environmental Damage. Pollution caused by
industries can be in any form like air emissions, wastewater discharge,
hazardous waste generation, Plastic waste, Electronic waste, Battery waste
which are toxic for environment and potential health hazard for humans.
CATEGORIZATION OF INDUSTRIAL SECTORS
CPCB
has developed the criteria of categorization of industrial sectors based on the
Pollution Index which is a function of the emissions (air pollutants),
effluents (water pollutants), hazardous wastes generated and consumption of
resources.
The Pollution Index PI of any industrial
sector is a number from 0 to 100 and the increasing value of PI denotes the
increasing degree of pollution load from the industrial sector. Based on this
industry has been categorized into white, green, Orange and Red Category.

If you run any
industrial unit just note down simple steps for obtaining pollution control
license. (For Green, Orange and Red Category Industries)
First
register your industrial unit in your State Pollution Control Board Website by
providing general details like Industry name, address. You will get a userI'd
and password.
Second
apply for Consent to Establish or CTE by filing industry details such as
product manufactured, raw material, water consumption, wastewater generation,
air emissions, hazardous waste etc, as applicable to your unit and attach
requisite documents and pay requisite fee.
This
application would be processed in Pollution Control Board. In case of any
discrepancies in application, Pollution Control Board Officer would raise query/clarification
online. Submit reply to this clarification. On successful submission of reply
to all queries you shall be granted Consent To Establish Certificate.
By the means of Consent to Establish
Certificate, you get time to establish your manufacturing unit, Set up
machinery. Then install pollution control devices such as Effluent Treatment
Plant, Sewage Treatment Plant, Wet Scrubber, Bag filters etc as applicable to
your industry. Always ensure that capacity of installed pollution control
device is adequate.
Get
lab testing done by Authorised Laboratory of Pollution Control Board. This
report would check whether the installed Pollution Control Device is meeting the
requisite Environmental Norms or not.
Then
apply for Consent to Operate and fill the necessary details and attach the lab reports
along with requisite documents as applicable to your industries.
Further certain industry need to apply for Authorization under Hazardous WasteManagement, E waste Management, Battery Waste Management and Registration under Plastic waste Management.
